ESEA (No Child Left Behind) Programs

Title I is a Federal education program whose purpose is “to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging State academic achievement standards and state academic assessments.”  Title I is part of the larger Elementary and Secondary Education Act (No Child Left Behind) which focuses on closing the achievement gap and getting all students to proficiency,

 Title I funds may be used to address specific academic weaknesses of particular students (Targeted Assistance) or to support overall improvement of schools (Schoolwide Assistance).   The Title I programs in our school district are Schoolwide Assistance Projects.  Federal funds are used to supplement state and local funds to achieve the objectives of each school’s Comprehensive Improvement Plan.  As a result, all students in the school receive benefits of funding.

Title II-A is a Federal program that focuses on teacher quality and recruitment assuring that all students are taught by highly qualified teachers.  It also provides funding for class size reduction.  Currently our Title II-A funds support class size reduction in the elementary school and the Spanish program in high school.

Title VI provides additional Federal funds to school districts in rural areas.  These funds may be used to support any of the activities approvable for Titles I and II.

 Activities being funded in 2015-16 with support from Title I and other ESEA (NCLB) programs include:

Harlan Elementary School: 

  •  Supplemental  literacy services
  •  A science resource teacher
  • Class size reduction to permit developmentally appropriate instruction in literacy skills and math 

Harlan High School:

  •  Extra period of language arts in middle school.
  • Intervention and enrichment classes in math and language arts at various levels
