Professional Architectural/Engineering Services

NOTICE OF REQUEST FOR PROPOSALS FOR PROFESSIONAL ARCHITECTURAL / ENGINEERING SERVICES

The Harlan Independent Board of Education is requesting a letter of interest for architectural / engineering services for the Board of Education Air Quality Renovation. Qualified architectural/engineering teams shall indicate their interest by mailing a one-page letter of interest to Charles Morton, Superintendent, Harlan Independent Board of Education, 420 E. Central St. Harlan, KY 40831 Letters of interest shall be received no later than Friday, June 9th 2:00 PM (Eastern Standard Time). Proposers must comply with the Kentucky Department of Education Kentucky Administrative regulations and specifically, 702 KAR 4:160. Letters of Interest received after this date will not be accepted.

Athletic Complex Phase III

NOTICE OF REQUEST FOR PROPOSAL /BID

Call for Bids The Harlan Independent Board of Education has issued a call for sealed bids on the construction of a 6,233 sf (Base Bid) or 8,541 sf (Alternate Bid), one-story Athletics Field House. T exterior shall be split-face CMU, metal wall panels and an asphalt shingle roof. Interior walls shall be painted smooth-face CMU with acoustical panel ceilings and athletic rubber and urethane cement flake flooring. The building shall house locker rooms, restrooms, coaching offices and a weight room.

The owner will receive sealed lump sum bids until the bid time and date at the location given below. The owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as by 2:00 PM June 21st, 2023 at the Harlan Independent School District Board of Education -Board Room. 420 E. Fiber Optic Upgrade & Replacement

The Harlan Independent Board of Education (hereinafter Board), solicits sealed bids that would, if accepted by the Board or its designee, establish a contract for the installation of a fiber optic network upgrade between all existing distribution frames, with the general and detailed specifications contained in these standard terms and conditions and in the bid specific terms and conditions.

The Harlan Independent Board of Education will accept sealed bids until 2:00 PM on July 18th, 2023. Bid specifications may be obtained at the Harlan Independent Board of Education Monday through Friday between the hours of 7:30 AM and 4:00 PM or by calling Mr. Charles Morton at 606-573- 8700 option 6. All bids must be submitted to Mr. Charles Morton, Superintendent in a sealed envelope marked “District Wide Fiber Optic Upgrade”.

PROJECT SCOPE: The Board wishes to upgrade the fiber backbone between each of the distribution frames within the district with OS2 fiber.

  1. 12-strands of non-plenum OS2 fiber should be terminated at each of the 4 distribution frames across the district with all strands being remoted and terminated at the board office main distribution frame.

  2. All terminations are to be LC Unicam or splice-on connectors.

  3. One distribution frame located is located in an out-building.

  4. All connections between indoor and outdoor fiber must be fusion spliced.

  5. Provide one 3-meter duplex OS2 fiber jumper at each distribution frame for connecting

    district equipment.

  6. Provide four 3-meter duplex OS2 fiber jumpers at the board office main distribution frame

    for connecting district equipment.

  7. Provide a temporary OS2 fiber connection between the Kentucky Educational Network

    (KEN) cabinet and the board office main distribution frame.

Harlan Independent Multi-Purpose Facility Renovation

Project Description: Replace the existing HVAC system with a new multi-unit split system with ceiling cassette units at the existing two-story Harlan Independent Schools Central Office Building. Replace the exterior windows and entry door systems with new aluminum storefront system, with access control provided at the entry door locations. The project includes new lay-in ceilings with the reuse of the existing light fixtures throughout the building. There is a Bid Alternate to renovate the existing Board Meeting Room to expand the available space for the Board of Education to conduct their monthly meetings that will include new HVAC and ceilings as part of the Base Bid scope of work, and then provide new room finish upgrades as the bid alternate.

Bid Security: Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 60 days after the opening of bids. Leased Lit Fiber

Project Overview:

 Harlan Independent School District is seeking proposals for the provision of a leased lit data circuit with the capability to support bandwidths ranging from 1 gigabit per second to 10 gigabits per second. The selected service provider must ensure seamless transmission of traffic, including school district VLAN tags, without requiring additional configuration from the service provider. Service shall start at the newly constructed Harlan High School Football Field - Field House (36°51'00.5"N 83°19'33.4" W) on Kentucky Avenue, Harlan, KY 40831, and will terminate at Harlan Elementary School 420 E. Central Street Harlan, KY. 40831 (36.8472° N, 83.3173° W) Please consult with Frank Shope, District Technology Coordinator for exact locations.

Requirements:

 

1.         Bandwidth:

               The leased lit data circuit must offer a minimum bandwidth of 1 gigabit per second.

               The solution should be scalable to provide bandwidths of up to 10 gigabits per second.

 

2.         Transparency to VLAN Tags:

               The circuit must be transparent to all traffic, allowing for the passing of school district VLAN tags without any additional configuration from the service provider.

 

3.         Equipment Handoff:

               The handoff at each end of the circuit must be via multimode fiber.

               Included with the service, provide a patch cord for each multimode fiber handoff to the district.
